Enhancements

1. Default HISTFREEGAS=ON if SURVEILLANCE=ON.
2. PatMB solver:
   1. Echo the number of well-pairs and material balance error in the pattern material balance calculator at each timestep.
   2. Updates pressures and compositions on the grid for the pressure solve at the next timestep.
   3. FIPNUM output now reflects updated grid compositions from PatMB.
3. For SURVEILLANCE=ON, if a well does not have historical rates, it will be shut-in for the timestep.
4. When converting a .SCH file to a .3dslrec file:
   1. Check if SIMULATION START DATE is later than first DATES keyword.
   2. Close wells on BHP prior to injector conversion.
5. Improvements to streamline tracing algorithms.

Bug Fixes

1. CHINIT keyword was being ignored if restarting from a .rst file.
