Bug Fixes

1. For SURVEILLANCE=ON and MODEL=FCM runs, the simulated oil, water, gas rates were not always properly matching the historical oil, water, gas rates for producers.

Enhancements

1. After reading ECLIPSEINIT= keyword, the transmissibilities and NNC's will be recalculated if PERMX,Y,Z, NTG, TRAN multipliers, or NNC's are redefined.  Set TRANCALC=FROMINIT to not recalculate the transmissibilities and NNC's.
2. Allow STARTSIMTIME and STOPSIMTIME to work when reading ECLIPSERST= as an alternative to using STARTDAY and ENDDAYS.
