Enhancements

1. For SURVEILLANCE=ON runs
   1. The OPENTIME used to cutoff the streamline bundle pore volumes is now based on the largest running open time of each well associated with each streamline, rather than the simulation time.  This means that wells that are opened later in a run will have smaller pore volumes than wells that are opened earlier in a run, as compared to the previous version of 3DSL.  See the keyword PATMBMULTTOF for more information.
   2. Improvements to the correlation routines used when forecasting producers for a surveillance run.  Because of these improvements, a base run simulated with a previous version of 3DSL must be rerun with this version of 3DSL before the base run can be forecasted.

Bug Fixes

1. If pressure solve fails, reset all well rate output to 0 for the current timestep, and then terminate run.
